Common Problems with Outside the US Members

These are the most common problems I have noticed from PayPal members outside the United States:

-Problem linking a credit card
-Credit card disabled on the system.
-Inelligible card(s)- those cards that had been added to one or more open PayPal accounts.
-Payments using credit card will not go through no matter how you try
-cannot withdraw because of withdrawal limit. Will only be allowed to withdraw money if you get your account verified.

pinoys: signing up for a paypal account and you dont have a credit card?

I know most Filipinos still dont have a credit card. For one, having a credit card means that you need to have a stable job and earning above the average wage earner. Well you need not worry no more because you can still get a card that you can use like a debit and credit card on your PayPal account.

Go to the nearest Unionbank branch and open an EON debit card. This will work like a credit card for you. You can withdraw your funds on thi card without any hassle. But i will still stick into withdrawing your funds to your registered bank account becase the withdrawl fee is only Php50.00.

Well you can basically go to unionbank's website and apply there. This link will practically give you all the info you need to get an EON debit card so you can start using PayPal and shop online.

Time's up? you can still get your money back!

45 days
If you filed a dispute and you are outside the 45 day period, you’re outta luck. Whatever you do PayPal will NEVER help you recover your loss. The best way to go is to file a chargeback with your credit card issuer, if this is a credit card transaction.

Whatever kind of case you filed in the Resolution center and PayPal can’t get the funds back for you because:

-The policy only applies to shipment of goods
-The item is virtual or intangible
-You got a fake item and payment won’t help you further with the case
-you are outside the 45 day period

There is one solution i know, and it works most of the time...

FILE A CHARGEBACK WITH YOUR CREDIT CARD COMPANY.

Scammer on the loose

5 SIGNS THAT A POTENTIAL BUYER MIGHT BE A SCAMMER

1. Has got a newly created eBay account, with zero feedback on eBay.
2. Wants you to end your listing early for them because they are paying you double for it.

Of course you know these things already, but here are some more pointers that will help you tell if a buyer is trying to pull a fast one.

3. Tells you that the payment for the item is pending in your PayPal account and will only be credited once you ship the item, but the weird thing is, you don’t see any pending or on hold funds in your account!
4. Tells you to upload or email the tracking/shipping information to an unfamiliar email address, and upon uploading or emailing the tracking, that’s when the money will be credited to your PayPal account.
5. Last but not the least, tells you to ship the item in Nigeria.

Once you hear/see the word Nigeria in your correspondences with the potential buyer, you would have to be very careful. Please remember that Nigeria isn’t included yet in the list of countries that PayPal supports. Once you learn that the buyer wants the item shipped in Nigeria, that should give you a hint already that the buyer is a scammer.

Of course, sometimes we can’t prevent bad things from happening, let us say you are really new to eBay and PayPal, you believed this con artist and you shipped the item already, there's still hope, don’t worry.

DAMAGE CONTROL

Coordinate with the shipping carrier or go directly to the post office and try to stop the shipment of your item. At this point, PayPal will not be able to help you because there was no legitimate PayPal transaction that took place. Next time you gotta be really careful. Times are tough and money is hard to earn, so we really have to be very careful.

World of Warcraft and paypal don't mix

You’ve been playing world of war craft and spent days and nights leveling up your character to sell it to another WoW player.

If you are the one who is selling a wow account, and you got paid thru paypal, don’t expect that your funds will ever be returned to you. You are on the loosing end. Paypal does not investigate on virtual item transactions, so even if you have chat or ym correspondences to prove that the buyer is aware of the transaction, you will never, NEVER get your money back. Keep in mind that for a seller to be eligible for the seller protection, PROOF OF SHIPPING IS REQUIRED. So goodluck, if you are to sell your virtual gaming accounts, don’t even consider paypal, think of other ways to get paid.

On hold ship now-- what does this mean?

Ebay’s policy of holding payments for transaction or items considered high risk

What are high risk items? Consumer electronics is one. Cellphones, ipods, mp3players, digicam, gaming console etc

This is the scenario, my friend sold an ipod nano on ebay, received the funds and funds were placed on hold shortly after the payment was receveid. He’s upset and confused. Natural reaction. So he wrote to paypal and asked why hes payment got held. He got a reply with a fAmiliar header that says “ my name is so and so and I hope all is well with you. I understand that oyu are concerned about the funds tha were placed on hold, I will help you with this, sir. The next pharagraph would be about the representative shoving eBay and paypal’s policy in your face again. To cut it short, the rep only meant that its for both parties security, but because of this, you don’t have the money to ship the goddamn item, then the rep will tell you that for the mean time, use your own money to ship the item while the funds are being held. What the heck.
This is frustrating. What if you rely on that money to pay for your rent? And the funds will be held for a couple of days or weeks. Ok so my friend shipped the item with his own money and uploaded the shippinginformation, and thought that that’s all hes gotta do to get his funds. But lo and behold, the funds are not released, he needed to call cust svc to have the funds released, so he was put on hold forever by the representative, only to find out that the funds cannot be released yet, the rep said that he needs to wait for 3 days after paypal proved that he posted. What the hell?
But the rep told him that the funds can also be released if his buyer leaves him positive feedback or if it has been 21 days without any dispute. 21 days? 21 freaking days? Wow. If you need that money to put food on the table youd be dead by then.

Paypal woes

Ever bought an item on eBay and paid with paypal then a few hours later the payment was placed on hold?
Ever sold an item on eBay, got paid thru paypal and then hours after you received a notification that the funds were placed on hold because apparently, paypal is investigating the legitimacy of the funds? Well, I got friends who had experienced this inconvenience courtesy of the internet’s most secure online payment. You are not alone.

My friends told me that this had happened t o them several times already. One time, my friend (he is the seller on this one) got his funds on hold, it was a legitimate sale and he even showed me the email correspondences, the buyer was notified of what happened, but for some reason, the buyer’s replies were never received by paypal, so the payment got reversed, leaving my friend with no item and no money, while the buyer got the item for free! My friend even tried to email the buyer several times, but to no avail. Maybe the buyer realized that he/she can get the item free, so she/he never responded to my friend.

I don’t know but i think there is something wrong with paypal's system here. They get their cut on every sale, I don’t know what else would they want? When you ask them why do they hold payments, they would just simply tell you that it is their policy and it is to ensure safe and secure shopping online. Ugh.
